Purpose & Strategic Importance

Some National Societies choose to involve external support in their strategic planning process. This can add value when internal capacity is limited or when neutral facilitation is useful. However, ownership of the process must remain firmly with the National Society.

Activities & Decisions

What is the role of External Supporter?
  • Advising – provide technical input, methods, or comparative experience.
  • Facilitating – help run consultations or workshops in a neutral way.
  • Supporting – draft materials based on the input of the coordination team, or assist with specific tasks like data analysis.

Implementation Notes

Good practice
  • Define clear terms of reference for any consultant or external partner.
  • Ensure their role is supportive, not directive. They should not set priorities or write the strategy independently.
  • Where possible, draw on peer National Societies or Movement partners for practical “how to” knowledge.
  • Keep the process led internally, with governance and management visibly in charge.

Using consultants wisely

A consultant was contracted with terms of reference covering all the phases of the strategic plan. The consultant mostly worked alone and, lacking knowledge of our country and context, made proposals that were not adapted to our reality.   • Supervising consultants closely.
  • Ensuring they have knowledge of the Red Cross Red Crescent context.
  • Keeping leadership and coordination teams engaged at all stages.

The National Society Development (NSD) compact is a policy document which aims to ensure that support to NSD is aligned with the priorities defined by each National Society, without duplication or gaps. It defines NSD support and how it can be effective, as well as the main roles and responsibilities for IFRC members and non-Movement actors when working together on NSD.

This tool is a series of questions for senior management / governance and particularly the coordinationteam and the Governing Board oversight committee of the National Society strategic planning process.​

The purpose is to support the National Society to identify concretely how and in what partners could beinvolved in the strategic planning process. This tool builds on the preliminary reflection conducted by theNational Society on its partnership architecture (see related tool in the guidelines).​

‘Partnership’ in this context is understood to include relationships with public authorities as part of theAuxiliary Role, and Movement and non-Movement partnerships at branch as well as national levels.​

This tool is a series of questions for a strategic planning coordination team contracting a consultant to support a strategic planning process.​

The purpose is to ensure that there is a clear and realistic definition of roles and responsibilties between National Society and consultant that enables the National Society to monitor performance.​

Responses to these questions can form the basis for a terms of reference as part of the formal contracting process.​
