It is easy for National Societies to have their attention absorbed within the Movement. But many of the most important developments that affect them take place outside the Movement — in communities, with public authorities, and in the wider social and technological environment.

- Communities drive the National Society’s focus and workload, while also providing many of its resources.
- Public authorities shape policies, funding, and the enabling environment.
- New technologies create both opportunities and challenges that can transform humanitarian action.
Activities & Decisions
Maintaining close dialogue with communities is a strategic task. National Societies must continually ask:
- How are people’s needs and vulnerabilities changing?
- What resources and capacities are communities bringing?
- How can these insights drive the Society’s future focus?
Balancing attention between the Movement family and the external environment helps ensure that National Societies remain relevant, effective, and connected to the people they serve.
