Purpose & Strategic Importance

Technical teams often have the most detailed understanding of how programmes and services operate. They bring specialist knowledge of policies, standards, and procedures, and can point to what has worked in practice as well as where systems need to improve. This makes them a vital source of insight when shaping a strategy.

Activities & Decisions

Where technical teams add value

  • Highlighting operational realities — what is possible to deliver with current systems, staff, and resources.
  • Connecting strategic choices to standards and policies, ensuring alignment with Movement commitments and national regulations.
  • Identifying gaps in capacity that may block implementation if not addressed.
  • Bringing in evidence from monitoring and evaluations of programmes and services.

Implementation Notes

Balancing technical and operational perspectives
At the same time, technical expertise must be balanced with broader perspectives. If strategies are designed only through a technical lens, they risk overlooking the needs and aspirations of branches, volunteers, and communities. The role of the coordination team is to make sure technical teams are well consulted, but that their input is combined with the voices of those who deliver services on the ground.
